because i heard you've gotta pay 4 it
noway am i paying too play halo 2 vista

You don't have to pay, but you can buy Silver or Gold Memberships that come with extra features such as matchmaking

Yeah bro, it says so in the FAQ.

But i'll post it here...

You will have an automatic Silver Membership which is FREE

Silver Membership Features
• Single gamertag
• Common gamer profile
• Common gamerscore
• Single player achievements
• Private chat via text and voice
• Common friends list and online presence
• PC only multiplayer including browsing a list of active PC games

Then, if you wish to upgrade your Membership to a Gold Membership, you need to pay $50 (USD)

Gold Membership Features
• All Silver membership features
• Multiplayer matchmaking with friends
• TrueSkill™ matchmaking
• Multiplayer achievements
• Cross-platform gameplay? (not entirly sure, possible its a no)

Now, what u can do is to get a LIVE account (which i think you probably already have using Windows Live Messenger, or Windows Live mail) and register at xbox.com for a gamertag using the SAME Windows Live address. (you have to do this anyway, so might as well do it now than later). Anyway, my answer is... YES you can make your own servers and play on other servers with Silver. Its just that you won't have matchmaking like Halo 2 Xbox (you are already assigned a server with people of your own level) nor will you have postable achievements (i think you will still have the Triple Kill, Killtacular, Assassinated icons and such, but it won't count as an achievement in Silver account).

the Silver Account is default for H2V Multiplayer.

Yeah, but remember that the hosts of the servers can kick/ban people from their server. ;)
