The total ammo cutoff doesn't state how much ammo the weapon can hold. Instead, that's for how much signifies "ammo low" for the things that have states attached to "total ammo".

From looking at your picture, you're using h2 master rounds dual as the master. Open that, and scroll down to "Number Elements". Check to make sure it's set with its state attached to total ammo. Other than that, I can't really help.

It's because of how your weapon is set up.

Here's the pistol's magazine block, for example:

When you pick up a freshly-spawned pistol, it has 48 bullets in reserve, and 12 in the magazine, totaling 60. Your gun only spawns with 200 bullets, all of which are put into the magazine.

The "total ammo" option for the number's source is also a bit misleading. "total ammo" reflects how many shots you have in reserve, and "loaded ammo" reflects how many shots are in the magazine. There is no way to combine the two values.

I'm going to take a guess that your gun is going to act like plasma weapons; you start with 200 shots and can't pick up any more. If this is the case, you should make a copy of that weapon_hud_interface tag and change the numbers to use "loaded ammo".

I'll also add that the first hud numbers block is, obviously, for the numbers shown while the weapon has ammo in reserve. The second block shows the lone 0 when the gun has no more ammo; without that there would be no number showing.
