Tip: Don't use the FP hands tags, they are a complete mess.

CMT's elite fp hands are rigged to a different bone set than the regular master chief ones.

On purpose.

Think about it. The elite has a pinky that acts as a second thumb. Try rigging that to a standard pinky bone.
