Halo 1 didn't use any where nearly as many bitmaps either.

Halo 1 did indeed reuse many more bitmaps then Halo 2 did. Halo 2 relied heavily on normal mapping and detail maps to create better looking assests.

the GFWL EULA and TOS restrict the H2EK to pure bsp creation. Anything else is "cheating".

It's because whenever they made the versions of the tools for the public, the majority of the useful code in the tools was stripped out (such as render model compilation, generation of pathfinding information, and so on), not locked away. There is no way to unlock something that is no longer there.

mhmm. Gearbox pretty much changed the UI of tools so you couldn't get to the code. HG hacked stuff out instead.
