I can't really answer that from my own experience, as I haven't been hired to do much character illustration, but I can tell you that it would have to depend on a lot of things like how many characters she wants, how soon she wants them, ownership and rights, the complexity of the concept.
after asking a couple of friends who do more illustration work than i do, and the prices ballpark around several hundred per piece. Be prepared to pay around that much[hopefully less]. D:
