If all else fails, install a new partition with Windows 7 and try it.
It should work, eventually it worked for me. It turned out the cryptographic service was off for me because it "logged" on as the Local System instead of Local Service, which was later changed to Network Service... (this was a special case )

To be honest, I don't really think you could really have an issue installing H2V on Windows 7 if all system files are untroubled. I installed it on two computers using Windows 7 yesterday and no problems at all. Must be isolated issues.
Halo 2 Vista has many incompatibilities, since it hasn't been updated in over 2 years.
It has "some" incomp* with the GFWL client, which results in Join/freeze lag.
