is there any way to edit singleplayer campaign maps besides using the buggy and unpredictable gravemind or switching tags with mr. mohawk? can they be compiled into scenario files to be opened in the sapien map editor?

There are no such programs IIRC. The only way H2V would get more programs to edit it is if either YOU made them or someone else will. Unfortunately the community for H2V is low on programmers (only a few actively want to help H2V) while the others abandoned ship after Halo 2 Xbox or after Halo 2 Vista was abandoned.
