"Can't Connect to Live"

I have manually downloaded the patch, made sure h2v was an exception for my firewall, made sure that the correct connection was the only one in operation, made sure the game is installed properly...

and whenever I try to sign in to LIVE with any one of the myriad of accounts I have created to try to play on LIVE, an error message pops up saying "can't connect to LIVE". it is infuriatingly vague.

can anyone shed light on my problem?
