I cannot for the life of me get steam to start up. The only thing i could think to do was restart my PC, and that didn't do a thing. Is steam failing anyone else?

Servers are probably down, it happens with any kind of online service.

Was an update, failed on me, restarted 4 times before it finally did the client update.
