The link Supersunny posted was indeed, the correct link to go to. (Learn to model correctly first)
You find everything you need related to the Halo engine, and if those subjects are out of date, you can easily refer to your Halo 2 Map Editor help files or the search button here on the forums.
Most answers you will have starting out have been answered, and most limitations are explained both through experience and documentation.
After you feel confident in modeling, and have an understanding for what the Halo 2 engine requires, take a look at it's prerequisites objectives: http://ghost.halomaps.org/tutorials/ Those tutorials cover making maps and content for Halo CE, just subtract the content part, and you have exactly what you need.

In my opinion it's pointless to "mod" a game that's graphics aren't close to the standards you get these days.
You just can't get the effects you'd like to get, even if the general concept of the game is good, you just don't have 100% control of it.
For example you'd spend weeks stripping it down to its basics just to use its engine to make your own mod from scratch when the much better looking games are a lot easier and don't complain at you for sneezing on a vert or something. You also don't get flamed if you step outside of the specific games origin/ universe. You feel as though you have to make everything "Halo this, Halo that" and it just runs out of originality.
Simply, from my experience and opinion, you could make a game that looks 700 times better yet with 700 times the reduced, unnecessary work required. I find it rather funny when you create something, which theoretically, should work perfectly yet Halo gives you lots of errors.. You run it through other game engines and it works like a charm with no errors at all. I actually tested this myself, i know a LOT more about other games, rigging, animating, UVW mapping, texturing, gibs, environment optimization, lighting, vehicle creation, etc. than i do for Halo simply because it's obnoxious and really not worth the time and effort just to see your hard work on a less than graphically impressive engine.

I recommend kirks tutorials for starting out [located on theghost's tutorial site (the link is referenced in et_cg's post)]. Although it is for halo ce, it can get you familar with 3ds max.
