Or it's an error? I'm really getting sick of hearing people spout "Conspiracy!" every time a major disaster occurs. I'm not saying any of you believe it is a conspiracy, but I have had people tell me, "You know that was planned, right?"

The thing that picture is attempting to be funny on is in the EU, people in the EU have right to travel between EU states and we have quite a few over stayers here who get lost to the system.
