[Filter] Surreal Effect

I wish I could get this to work with Steam games.

If you're going to bump old topics, at least add something more substantial than "it hurts my eyes". Do you really think we care?

There's not really a lot, if it becomes a problem I can merge them.

I like this, but while the original version of the xml makes things too hard on the eyes, the "softer" version doesn't seem to make as much of an impact to me, and looks like a brighter version of Halo at a glance.

I'm trying to figure out how this stuff works now :P
