I've done that with the Monitor in Foundry. And on Narrows, a couple days after H3 came out.
If you want to do it without Sandbox, you just turn into Monitor mode, then go up as high as you can and fall. Before you hit the ground, turn back into a Monitor go back to the top of the map, and fall again. Keep doing it until you feel like you're moving fast enough to kill, then have someone underneath you and splatter them.
He isn't doing anything original, the trick's been known and on the internet since H3 came out, pretty much. =/
