H2V DOES allow you to play only with your friends, and family or w/e only.
It's called Party Privacy, set to Invite Only.
When this game was first released, there were a bunch of bullshit limitations on LIVE Free members, including the inability to host listen servers or set party privacy. A while ago, when they finally figured out that wasn't working out (which was long after they killed the game with a bunch of bad decisions), they lifted the LIVE Gold restrictions.

Considering this topic is pinned and this forum is virtual decayed, I thought I might as well post a funny thing I did the other day:
I though "Hey, maybe I should check out what Windows LIVE Marketplace is like" after being on Steam a while. I had always played Fallout 3 PC on Windows LIVE, but never thought to check out the Marketplace. So I go and was generally displeased. The loading was slow, it seemed very choppy, and the functionality wasn't smooth, but rather inconsistent. I see this 'feedback' button in the corner of the screen though and am like "Okay, I think I'll give some feedback that'll probably be dismissed." Now, another reason why I went to the LIVE Marketplace was to see if they had H2V on it for Download (because Steam obviously did not). Well, the LIVE Marketplace didn't, so here is what I wrote for the comment at the bottom underneath the aforementioned problems:
"Please put Halo 2 Vista/Windows 7 back on the Marketplace with the completely unlocked Editing Kit."
Then send. They now know what we want. It's in their feedback mailbox. Now they can't say someone didn't try.

They don't want to put it on the marketplace because some people have problems with the game on Windows 7 :p
Yeah, I believe a re-release is in order. I'm positive we all do.
Speaking of which, I've been hearing that H2V as it is now is FAR different in terms of fixes and support than it was when it was released. Is this exactly true? Is H2V still bad for multiplayer? What about the Campaign?
One major factor is join lag. That is (as it sounds) when another player joins and that causes you to lag. I mention this because it was not a factor when H2V MP was gold users only (pay to play). I believe it has to do with MS scaling back the servers and changing the Live back-end. Join lag can take your ping to red or yellow, and what the hell are red and yellow anyways? We want numbers.
G4WL is terrible, still crashes sometimes when using the Live guide. And that guide, it was so much better pre-patched, they continue to devolve its functionality. I'm not a big Steam fan (though not a hater either) but at least they know how to make a game-overlay without killing your system's resources.
MS cares not about hackers, crashers or other malicious players.
Another annoyance is how that when you are downloading a map the game does not show your percent complete to the other players. Or how you cannot download the map if the game has started and have no way of knowing until you join which them causes the previously mentioned join-lag for the players who are actually in-game.
Also related; they limit us to ~47-50 custom maps and after that point there is no warning; a new map will download and at about 99% it will freak out and start the dl over again. If you have one user who cannot download the map this kills the chances of that custom server ever starting which goes back to the percentage issue previously mentioned.
Campaign is never as fun without the option to play co-op. H2V is also missing the whole built in clans and stats tracking from the Xbox version. And now that they are remaking Headlong in the Reach engine, well they are already dipping into Halo 2 assets when I thought it was supposed to be all about the first Halo.
