Wrong.

In order of quality:
Russian
Romanian
Chinese military (screw-on barrels, not marked "made in China")
Yugo (chrome-lined models made after 1970 are better than the pre-1970 non-chrome lined models)
Chinese commercial (pinned barrel, marked "made in China")
Distant last place: Albanian

I'm not including Vietnamese, East German or North Korean SKSes due to their high value as collector's items, but East German SKSes would probably be right up there with Russians as far as shootability goes.

It should be noted that all SKSes minus the Albanian ones are really great shooters and even Chinese commercial variants will outshoot 95% of the AK variants on the market today. The only two AKs I can think of that are more accurate than Chinese commercial SKSes are the Norinco Hunter (thick milled receiver) and the Polytech Legend (literally the best AK ever made and if you have the money to get one do it and never look back). RPK-style AKs will probably outshoot most SKSes due to the thick, heavy barrels, but that's about it.

I met an Albanian SKS twice, one in October and one in April, both were in piss poor condition and wasn't interested in the price for the condition and I was aware they are terrible shooters.

I have been wanting a Russian SKS for sometime now but have yet to find one for $350 so far, though if I find a Izhevsk SKS then I just might spend some extra cash.

Good luck finding a Russian SKS for sub-$400 in 2012. You'd have to find a really stupid seller to get a deal like that.
