I liked how they were done in Halo 2. They could fly around and all, but they had more health, came in smaller groups, and weren't nearly as frustratingly jittery. They were more interesting that way.

I especially liked the buggers in the sniper sections - it was like shooting clay pigeons and pop-up targets, but they would evade your potential shots if you trained your line of sight on them for a moment too long. I feel that in those sections they were never intended as a threat, but as interesting and effective target practice.

Hm...I would always play Outskirts with triple M6Cs, so it was a real shooting gallery for me. One of the challenges is trying to hit that camo elite with a flying canister...that is hilarious.

The one in contact harvest was a prototype. It was a prototype all the way up to the full production of the weapon in 2551 or 2552.

Well if you think about it, Harvest marked the start of a very nasty war. If the BR was in development then, development/research could easily have been pushed aside or halted. Resources would have been pushed to other areas and weapons depots would have been tapped with blueprints of already approved weapons. In order for a weapon to not only finish the prototype phase and get pushed out, materials need to be allocated for the production and also assembly lines need to be built in order for those resources to be put to use.
During a taxing war like this, you wouldn't have all the time in the world to send the shipments (of which could easily be attacked by the more advance Covie forces) of supplies and personel to create such assembly lines in each part of the galaxy where their is a major UNSC outfit.
Just because it's the future doesn't mean everything is all George Jetson

Kornman i seem to remember reading somewhere that technology tends to speed up in war's not slow down, look at the manhattan project for instance, if we hadn't been in such a desparate need to end the war soon we wouldn't have even looked into nuclear weapons.
Many modern technology used these days were made during war time.

Advances speed up in areas that need them. For a service rifle, you aren't going to ditch your entire setup for a new gun when your current one works just fine for killing your enemy. Case in point, the Lee-Enfield; the Brits intended to replace it with a new rifle just before the First World War, but because they entered the war (:downs:), they couldn't do that. They needed to equip their men right then and there.

20 year's is a long stretch by anyones imagination.
And im pretty sure by the point of reach their going to be desparate and so will have long implemented the prototypes, even if its because they've run out of resources to keep repopulating old ammunition.

However, there is nothing really "unmodern" about the weapons seen in Halo 1. The BR didn't really had anything new to the mix except a different kind of fire power.
Also, the military sometimes doesn't have the right mind where it puts its money. Example? In the middle of two fucking over buget wars, the Army (not sure about other branches) changed its Class A uniform (the formal uniform, used for funerals and shit). That shit is in no way cheap to produce or buy. What was wrong with the old one? Nothing that required it to be changed right now.
