Because now, this mutated engineer is about as large as a flood juggernaut, and is basically a flying flood bomber, that drops eggs. The engineer was light so it didn't really need much force to keep it afloat, but this thing being like 8 times the size, needs some strong muscles to keeps it's fat body afloat.

Dunno, haven't really though the thing out much, just made it look cool :P

So, will it be used in-game at all, or is it just made for fun?

No, it isn't. Unless they decided to change the enemy that was replacing the Ranger Elites.

Dane, it just seems like it would take much more energy to constantly flap its wings than it would to float around a little. Expanded gas sacs make more sense. It looks great though.
