That's never a proven fact (the map display is inactive during the cutscene and they mention nothing of activating it). In fact, right when the invisible elites decloak and start attacking them at the map room, the map display immediately shuts down.

Uh, you can still render Reach beta films? What? Who even cares anymore? Also, Bungie is massively stupid for requiring Pro to render films for the beta. They could have gotten even more bug proof if anyone could render.

It could have been too expensive, overwhelmed their video-rendering hydra, or just not be necessary to extensively test.

There it is right there, the prophet of regret mentioning they had gained information from forerunner tech without human assistance.
Also they re-purposed the dreadnought to power high charity long before they encountered humans.

I think anyone can activate standard Forerunner tech, but I think only Reclaimers can activate major things, like the switch at the Ark that sets off all of the Halo rings.

It's just a map room, not a doomsday device. Covies have always been able to use most Forerunner technology; all of their technology is Forerunner-based. They just don't have full security clearance to release intergalactic horrors or sterilize the galaxy.

Think of it as computer hacking- even if they don't have clearance, they can still hack into the lower stuff, like doorways, map rooms, etc. But there's so much security on the major switches that you need the actual password/DNA to activate them.
