ive found out what the problem is but theres no answer to it the sis accelerated graphics port uses a driver to function its just essentially a agp driver and the sis661fx chipset i have theres no vista drivers made yet so im pratically screwed and i built this computer myself pentium 4 2.4ghz abit sg72 2gb ram pc 3200 bfg 7800gs oc agp sound blaster audigy 2 and if you read from above posts i have this problem on vista with every single game and on xp im dual booting everything on windows xp runs flawlessley

I'm sorry to hear that. Do you know if they are making Vista-Compatible drivers?

Just my 2 pennies, abit isn't the best of choice, neither is a single core P4 for vista, audigy 2 ? why not a 4 ? (or better), try lowering graphics settings and (in case u might be) do not overclock (in some cases it might help to underclock), neither the CPU, mobo or anything on the videocard.
My experience is that artifacts appear when you are either overclocking/overheating or putting the wrong hardware together, like the fastest AGP card on an overaged mobo.

Pfft, I can't believe no one knows how to fix this.
Right click the desktop > Properties > Settings > Advanced > Troubleshoot > and untick "Enable Write Combining"

that whole bad cpu motherboard isnt making sense because my dad has a abit sg80dc and i have a abit sg-72 and his computer runs the game without any artifacts and we both have the same chipset the sis661fx and the same driver also. Unless its because i have a 7800gs agp and he has a 6800gs agp i have no idea and the game runs fine everything turned to the highest its just that its too hard to play with all the artifacts

Tried switching them around to see if the problem still remains in your computer or if it transfers to your fathers computer?
