Yes, actually, that was one of the aims. The Army claims it is inferior to their Interceptor system though, but that is because they want to keep the cheaper Interceptor and not have to switch to the more effective, and more expensive, Pinnacle Dragon Skin armor. If the general public knew this, they'd be outraged that the Army (and other branches) refuses to equip its soldiers with the best.

Needler detonations may be easily contained, but plasma will just eat right on through. While it can withstand high heat (say, 120*F), certainly not plasma temperatures.

Shame. Oh well, it's 2552 in the Halo universe. And this is science fiction. If CMT wants to put dragonskin armor capable of withstanding repeated strikes from plasma weapons, there will be dragonskin armor capable of withstanding repeated strikes from plasma weapons ingame.

Actually, one [highly advanced] method of repelling heat would be to use crystalline nanoboxes to trap heat within them, that would disallow it to conduct through the armor to the wearer. Same could be applied to visible light, meaning, a balance of the two in one armor system could potentially grant the user a huge resistance to laser fire, making the new "splazer" near useless.
