Ashtrays are places to extinguish your cigarettes. If you shouldn't be smoking on the bridge, then you should extinguish your cigarette. Littering is bad, hence they've provided you with a convenient place to extinguish your cigarette in an environmentally friendly manner. It's not stupid, it's one of the smartest things I've seen today. Your post, on the other hand...

To use the bridge your either coming from inside the airport or the parking garage. Which also says no smoking meaning you should not have had a cig lite to put it out when they get to the bridge.
