Yeah it seems to me that people are posting a lot of pics that either pertain to memes, or some kind of 4chan language that I DO NOT UNDERSTAND THEREFORE IT IS NOT FUNNY.

No, they do need to be funny. The title is misleading because it was changed at least a year ago as part of a dumb trend, and nobody took the time to change it back to "Random Funny Pictures".

That is, funny pictures, but not pertaining to a certain theme, like the dedicated TF2 funnies thread.

That was not a year ago, more like some odd number of months.
