It's a rare condition, usually genetic:

I'm pretty sure that particular picture is a shop though, I seem to remember seeing someone post an original without the different colours.

Yeah, come to think of it, heterochromia or not, I don't think human eyes come in purple... could be wrong tho.

Plus I think those specific eye colors are from some anime character.

Hmm, same color as Lelouch's eyes, Might wanna ask teekie or caboose though.
