You already seem to have a few locomotives, but it is absolutely necessary that you get your hands on a steamer of a massive nature. (I would suggest a Big Boy but they're mega expensive heh).

Meh, just find normal combat figurines of that scale and paint them - you'll have to retouch basically everything else anyway, so it shouldn't be that hard.
