Reach is immediately before Halo 1. It would be the same tech. All the Halo games take place within a period of few months in 2552, at the end of a decades-long war. There's no story reason for the diversity of weapons within a two-month span. The only reason we're only seeing them now is because no one at Bungie thought of or implemented them before.
