The official HEK tutorial will tell you how to do these things.
See "Level Creation - Part 2" and "Materials Overview". It shows you how to make a river, but it's pretty much the same thing for waterfalls; take a look at the existing shaders for reference.

I would check out the single player tags korn released somewhere, there are some waterfall bitmaps there and then use a waterfall shader template.

I guess you mean the template, it's right at the top when you have a shader open. Click the 3 dots on the right and look in tags\shaders\shader_templates\transparent for example.

Try some (non-default) values for the scales, if they're 16 try 32 or 64 for example, i assume it doesnt move so try some values for the translations as well, probably the y-translations for vertical movement...
I arive no has have the annimation, be able to station itself a screen of guerilla with good parameters ?
Try messing with these things, some bigger value for the scale some small value for the translation... just experiment somewhat with them.

Last time I messed around with waterfalls it worked but you couldn't interact with it. You'll just see the water but no splashes and fun stuff like that. You either have collision and effects or no collision and no effects.
for the time being I have no colision of with effects
