Definitely fake.
Some people might try and argue that if you move fast enough your feet could push down on the water faster than you would sink into it, but there just isn't enough surface area on the feet for that to work.
It works if you mix in corn starch
I could see this working if the shoes had a large enough surface area... but then you couldn't move fast enough.
They're probably using a clear floating mat. I've used something similar; it was a long roll of thin rubber or plastic in a pool and if you ran fast enough you could stay up, but as soon as you stopped it would collapse.

No, they just put blocks in the water. There's not surface tension while they're running, and their feet always go down ~ four inches. That, and they always fall in, in the same place.
