What kind of teams do you mean.
Map making, Communities, Clans?

They most likely switch the Elites to Heretics.
^ thats what im thinking. in terms of scenarios in .map files, earlier maps would have all the grunts, brutes, elites, etc... on the covenant team in the scripting. later levels would have the elites set to whatever team the player is on, not heretic. heretics are for those elites with no armor that really like carbines.
E: thats all an assumption btw.

plus halo IS a pretty horrible gane
