This may sounds stupid, but I wanted to know:
Do steam users play on the same UT3 as people without steam, or do I have to download steam to be able to play with the people who do have it?

I can't confirm it but I assume it's the same. wouldn't make sense to have it seperate.

Steam users have to sign in to UT3 with a UT account, so no, you won't have to download steam.
