this happened 4 years ago, closer to 5 now, because a certain high-ranking staff member was really nah to letting my main account accrue enough infraction points to end up banned. i kept it going for a bit but mostly used it to troll, if i was going to rep bomb people i would just use my main account since it had more rep power by an order of magnitude and -rep was hardly an infractable offence. in any case, that alt ended up banned and my other alts were just for laughs and seldom posted, certainly didn't rep people.
i don't know if you noticed, but i stopped caring after that and have been banned several times since. in fact the only reason i was unbanned half the time is because the staff didn't want to permaban me for things they should have, fuck knows why.
most of them were fairly ineffective i guess. those of us who had the most rep would occasionally boost each other, but not too often - i know the vast majority of my own rep came from the rest of the member base via posts on the public forums.
not a single one of my alts had the purpose of -rep, let alone the sole purpose of it. aside from which, i would be quite happy to have my own rep disabled while everyone else has full functionality restored, or at least the mods and admins give up their completely one-sided special priveleges.
i don't give a toss about my own rep, i just don't like the concept of the people who already hold the balance of power on this site being the exclusive holders of the ability to -rep people, and without having to deal with the usual anti-abuse measures at that.
So whats the problem here then Ross? You cleary dont seem to be worried that a 'high-ranking' staff member didnt care if you were perma banned or not, you were all fine and dandy being unbanned and had no quarrels with that. But the second the shit is flying in your direction you get all hyped up?
At the end of the day, the staff members in power should be responsible, but really rep now isnt all serious, people shouldnt be dependent on their rep than we all were back when we first had it. It had meaning back then. The majority of my rep was from me actually posting apps, and helping people with their questions.
The only reason I have a problem with what your saying, is because your initial posts felt like you were crying only for yourself. I agree that it would be nice to have the ability to turn it off for everyone who wishes for that. As for everyone being able to -rep? I feel it would cause more issues if everyone could -rep. I've already noticed a ton of old users who havent been on for ages are returning and shitposting now that rep is back.
So if your alts werent for -rep, they were to bypass your bans? I'm pretty sure I don't have any alts made, I dont feel I need an alt for anything. My posting has calmed down although now rep is back I may have to dust off the old guns.
I've only received one rep since Sept 2010, I'm not too bothered really.
i have been calling for even-handed moderation for quite some time, like two or so years now. i got myself deliberately banned on at least one occasion because i figured i deserved it, even if nobody was willing to do it without me forcing them.
i've been banned several times since then, and the unbans were (if i recall correctly) not at my request, and usually several months later.

which brings me to ask why it's been re-enabled at all, since it has already resulted in open shitposting both in the thread in this section and also in off-topic (which is already teeming with awful low-content reposts of horrifically unfunny 4chan/reddit crap).
let me restate that i do not give a shit about my own rep, i have not given a shit about my own rep for some time, and my own fundamental values have changed so drastically since the last time rep was a thing that i am more bothered by this site's administration having sole control over -rep than i am by anything else. it is a completely unfair inequality, unjustified, and open to abuse by the staff - which has already been happening. you can't have your cake and eat it, so rep is either unserious comedy in which case jcap's argument that he doesn't want it to become abusive falls flat on its face, or it is a serious thing, in which case people ought to stop dancing around the issue by claiming it's all in good fun.
the issues we used to have were honestly not that bad. oh no, mutual -repping and an occasional drama thread. what a tragedy. shitposting should (assuming anyone here has a sense of humour more developed than that of a five year old, which i guess i should severely doubt given posting trends) invite a barrage of neg rep, which almost nobody wants. anyone who does want it as a gimmick, or who continues to shitpost regardless, should be dealt with using the mystical 'detention section' and 'ban feature', something the staff seem seriously reluctant to use even when it is exactly what is called for.
i think probably the worst rep-related violation of the rules was when i got annoyed about favouritism from the staff and deliberately set out to cop myself a ban by -repping bad posters with goatse image tagged in the comment line.

the first one was not my idea, an admin told me to make it so they wouldn't have to infract my main account. at that time, which was like late '07 or so, i was pretty yeah to getting away with breaking the rules so i did it. that account ended up being uncovered by the rest of the forum, since the staff and several other people already knew, and i stopped using it, it was later banned. i think i made another couple as gimmicks - one to wind dole up and another as a sort of alternate reality game to amuse myself - but both ended up falling out of use very rapidly and were eventually banned too.
i have not had an alt on this forum for several years now, which is more than i can say for several other members - and i know at least some of them used their alts for rep fuckery.
i don't feel the need either any more, since i am quite a different person from what i was back when this site was in its 'prime', if you could call it that. i have zero intentions of creating any more.
it's the principle of the thing. i am not comfortable with only a select few having the ability to -rep while most members are deprived of it.
