    He didn't shut down parliament. That's not how it works.

    He asked the Governor General, an appointed representative from the Queen of England, to shut down parliament and she did.

    There's a big distinction.

    The Prime Minister advises the Queen who to appoint as the Governor-General. The appointment is based solely on the advice of the PM and no other person.
