Yes they can, trust me. They suck but a Plasma Pistol and Needlers will take it down.
or maybe just a plasma pistol and some plasma nades.
Carbine or Plasma Rifle to the glowing locations and then a few to the body will take it down pretty quick. Don't even worry about the shield, it is pretty easy to break through.
plasma nades, plasma rifle and carbine are my weapons on the level Quarantine Zone, or either strafing in a ghost and keeping my finger on the trigger and switching to boost.
If you keep on your toes you can just cruise on through with a tank and take them out.
That's what I do.
