It is probably just Comcast's speed boosting. Some areas get the said boost because of competition from FIOS and the like, from what i've read. It only stays at those awesome speeds for a short time though. He may have a higher tier that comcast doesn't offer here though, so I could be wrong about his case.

Also, I wish I had something other than Comcast here.
