I distinctly remember one of the new features in H3 was RTR. That's partly why it was in the announcement trailer- it was meant to be in the game itself.

Later, they said that it was more effective to just use custom cubemaps, as there would be almost no discernible difference except in cutscenes (where they would use RTR again)
