I think the main thing behind Paint art - for those who have PS anyway - is that they're either trying to emulate something low-tech-ish (sprite comics, for instantce) or they're just doing it to show off (as in, "holy shit, I'm so awesome I can draw better in basic illustration programs than most people can with PS"). I actually find it quicker and easier to draw basic things in Paint than PS, though... probably since I don't have a tablet. Everything I draw on the PC is done with a bog-standard MS IntelliPoint optical mouse.
Yeah, I should probably get one of those tablets. I'm horrible at drawing with a mouse.
aero, i like, the legs look a bit short though, even with the giant soles.
The tablet is the best thing that ever happened to me. Parents bought it for me, since it's technically a school supply (I'm an art student). It's good for basic sketching (though it is kinda hard to get used to) and colouring. But in terms of using things like the pen tool and shapes, the mouse is the best bet. You use tablet to start, mouse to ink, tablet to colour.
They're freaking amazing.
Not bad in pricing either. About $100 - $200. I'll have to look into it.
