Aw I would love to see the arbiter leading a bunch of elites while your are MC. That is something that they never really thought of in Halo 2. The only time they meet is when Gravemind has them both.

and bungie made sure that arbiter and MC never met on purpose, so you dont kill each other. that would abruptly end the story line
