Don't go TOO high with the 7300 GT. My 7600 GT gets under 10 fps at times on the best settings at 1680x1050 res.
Yea, Fraps works. This is what I get as for the framerate on the main menu.

Whenever the lag strikes the framerate goes down to 2-6...
Before when I was still using an integrated video card it was just like how it is when the lag strikes... Do you think my video card I bought and put in is loose or something?
Oh, and its not -vsync, its -novsync... I found it on a page on M$.
When you get the random lag attacks, ALT+TAB out of the game and open the Task Manager (Right-Click on the Taskbar and select it) Now hit the "Show processes from all users" button and see if there's a program other than Halo 2 that's using a lot of CPU power. Then attempt to close it
NOTE, if it's Trustedinstaller.exe then you need to shut down the updating service through the Service Control Panel (Start->Run->Services.msc)

I had the same problem too when i first started playing. What fixed my problem was installing vista on a clean partition. Before i just upgraded to vista from xp and it caused many problems. So if you didnt install vista on a clean partition and did upgrade from xp thats probably your problem. Or obviously hardware could be a problem.
p.s. I've found 4gigs of ram is the sweet spot for halo 2. now my fps floats around 50-60 on max settings. No spikes unless the server is slow.

The 7300 GT shouldn't run the game very well at all, but due to the pixel pipelines and memory bus width, it could quite, run the game with a decent amount of FPS.
Few simple theories:
-Update Drivers for all hardware
-The card can well overheat* (I've had too many experiences with this) and the card will either: a. Lag for quite a while or b. Shutdown the system due to a thermal event
-Get some sort of overclocking tool (ATITool, Riva Tuner) and try turning the Fan up to 100% and see if the card experiences any random lag* (Relates to above theory)
There are many problems that can relate to the random lagginess. These are just some simple theories
