They can record with gamecam at low quality, even though the video will be shit, you can still see as much and even more than with a sightjacker. It also gives way more frames than fraps.
Chillout would be mega rolfs.

Yes sometimes Dr. or Rams can't make it, but we don't need a shitload of admins tbh.
Refs aren't admin ;O - just a ref that can sightjack and flycam and make sure a match will happen like it should.
Most people can run halo fine - few can record and still maintain decent FPS. As long as ref's are scrolling over people with sightjacker at random, it should be fine (in my opinion ;d)
