I'm on it right now, and it's working fine. Just refresh it a few times, see if that helps.

Although if it does go down I can tell you why, or at least, the most reasonable idea of why, Facebook is launching it's redesign;

soon so they might be doing tests or whatever, I'd expect it to be down for at least a little while soon.

I followed the instructions I got in the update letter but nothing changed. new.facebook.com redirected me to just facebook.com

It's not down for me. My bookmark just redirects me to the new site. No harm done.
