From the looks of it he meant to kick it down that way. The 'flopping', as you say, appears to be just him rolling over out of their way and then started to get up.
You see the literal side of it, I see the humorous side of it. Since I give 0 fucks about the U.S. army I'm gonna look at the humorous side of it and see him flail around like a dumbass.
