It was confirmed in the Bungie podcast that the DMR now holds 15 rounds. It was also confirmed that the Needle Rifle holds 21 rounds instead of 16 now.

the increased clip size is because of ONE kid bitching enough to Bungie to change the clip size because a small clip eliminates the skill gap
