The MP map count has actually gone down by one for each game that's been released (not intentional). They've said they're about quality over quantity. If by coincidence Reach follows this magical pattern the game will have 10 maps.
The content that was in the public beta was in no way representative of what all you can expect from the final game. I'd be willing to bet that they have a process which can scrub some/all sensitive information when building cache files. Those forge_* names could just be something internally related for testing different forge ideas or potential retail forge map(s).
On top of the new game types and customization for them, forge 2.0 and then later DLC, one or two less maps than what Halo 3 had won't be all that big of a deal TBH. Oh, and let's not forget Firefight 2.0.
