The President's sway on Congress is directly related to his approval rating, though. The lower his approval rating, the more Congress ignores him. That's the entire reason that every President has the "100 Days" thing, because that's when he's most popular. Then there's the whole "Commander and Chief" debacle. He can send troops in, but only Congress can declare war. Welp, what do you get when he sends troops in and doesn't get Congress to declare war? You get Iraq/Afghanistan. Yay.
