That is the nature of human beings. The people in the GIF didn't react because they didn't see harm coming their own way.

I would probably be one of the people that runs over and high fives that guy for sticking the landing.
If they all instantly reacted, it would be fake. These are people who are otherwise oblivious to the world around them normally. When that happened, they first need time to realize something is out of the ordinary, figure out where it is, and then try to realize what has happened. Remember that the reaction time for an average human to push a button when a light comes on is around .3 seconds.
And that's when they're anticipating the stimulus and have already prepared their response.
