Nope. Rockstar is holding it hostage until the end of spring.
My money is on them fucking annoucing that shit next week at E3, possibly with a next-gen version of the game (unconfirmed) and story mode DLC (confirmed to be in the works in a old newswire post IIRC), and the heist DLC actually coming out the very last day of sping.
Basically, what we've been playing this entire time was a beta of the actual game which will be coming out for PS4/XBO/PC later this year
The leaks that have been posted so far, and so far have been almost spot on about things, say that a next gen version will be announced during Sony's press conference.

Why you even weigh the two against each other is beyond me.
They did force us to use RockStar Social Club and Games for Windows LIVE with GTA4, though. There was a fix to remove xlive from the game, but it's still not a perfect solution.
I guess Korn won't be playing after he swore to never touch an Ubisoft game again when he played Splintercell
GTA5 PC confirmed. But for fall? Hmm, well I guess that's to be expected considering how much they need to upscale/improve for the next-gen/PC versions. Although, one should think they'd create the nice looking assets first (pretty sure they did since we saw them in the reveal trailer) and then downgrade them for older shit.
