THere is defiantly a problem with the game for some people that can't figure out how to get around it. I myself had a problem with play and tray not installing, but i managed a way around it. How ever i don't see why they wouldn't just post a workaround fix. So i think its a ploy to delay the game.

Tray and play worked great for me (as far as i can tell) but im having problems with GFWL...i installed the update but it says the service is unavailavble...so who knows what the hell is going on anymore
