Cons: ATI drivers SUCK BIG TIME! Initial 8.X version caused blank screen on TV (everything via Integra) after POST.
Booted to 800x600 - any changes caused lost video. Had same issues with latest 9.x version, until uninstall 8.x drivers (9.x do NOT uninstall old ones!!!). Running like a charm now, I WILL NOT UPDATE ATI drivers anymore.

Easy on him, he's new to computers as you can see.
1st rule of thumb: Newegg (for Americans) and NCIX (for Canadians) are unbeatable in terms of selection and pricing, MUCH more worth it than physical retail chains like Fry's or Futureshop. You can order PSUs and graphics cards and CPUs off them, you can assemble entire computers that run games at top settings with great frames for $1000 and under (not including things like monitor/speakers though).
However if you aren't allowed to buy things online, then you'll have to resort to those overpriced components at physical retail stores.
Also, check to see if your computer even has a 16x PCI-express slot for a new video card...otherwise you're wasting time and money buying a new video card (your old Intel, btw, is really the worst possible choice for modern gaming, no offence). If your motherboard doesn't have a slot, then no point upgrading, just change the entire computer. Believe it or not they still make computers that lack PCI-express or AGP ports...which means no chance of modern gaming.
