We want a different look for the brute shields than the elites. If we can come up with a new better shield, we'll use that. Plasma shaders were designed with only really one look in mind. Even in ODST, they have just slapped a variant of the elite shields onto the brute.

I'd rather you use a familiar look that looks nice, than use a unique one that looks bad.
