Technically no, assuming the treadmill moves towards the rear and the turntable rotates in the opposite direction to the rotor. You realise that lift comes from airflow, right? Not just going fast?

Watch Mythbuster. They got a plane on a treadmill to lift off. The plane was going in one direction and the tread mill was going in another.
Model planes are funny things. Some will actually hover if you know what you're doing.
Try it with a real plane, see what happens
they did...
I'm curious as to how that would work since lift is the only reason planes fly, and speed only comes in (as far as controlled flight is concerned) as a facilitator of lift...
Uh, if the helicopter is sitting on a massive turntable, regardless of whether the rotors move in the opposite direction or not, they won't be moving relative to the plate. So why wouldn't it take off?
No, it still wouldn't work. The rotors need to be moving in relation to the air in general, not the helicopter itself. Unless you had something creating an airflow strong enough and in a circular motion, you would need the rotors to reach a certain amount of revs in a certain direction. It would only take off if they were rotating in the same direction as the table or if the rotational speeds were dramatically different.
