Unfortunately, it isnt possible. There isnt a way to isolate a meter element to only render while zoomed. I've already tried several ways, but none really worked out.
I'm relatively sure that Wave of Lag accomplished this. Not only this, but it spun counter-clockwise and diminished with ammo count.
One thing bothers me, why is your radar range 15M instead of h3's 25M?
The actual reading range of the radar can be easily adjusted aswell, I did that a long time ago, so that can't be the reason

I know that the HUD is based off Halo 3's, but that doesn't mean that something as trivial as the motion tracker range should be changed. Does Halo 1's motion tracker not actually have less range than the Halo 3 one?

I rendered multiple motion sensor bitmaps for different ranges, ~5m to 150m (which are all present in the bitmap tag), I just ended up using halo's original 15m. It can be changed easily though.
